This is usually indicative of a dual-gpu laptop using an intel chipset. I'd recommend updating your drivers to see if it helps. However, we're investigating the issue further since we've had several reports of it. If you have not made a ticket with logs attached I would recommend that you do so.
To send logs you just right-click on the Plays.tv taskbar icon, select Help > Feedback, fill out the info and make sure the checkbox is selected. Post back here to let me know you have sent it.
same issue here! And it also gets half of my fps while i'm playing with the plays.tv client on.
